It's called Gae Bolg. Talk to Nedrick Ironheart near the Waking Sands to get the quest Weaponsmith of Legend. It doesn't take too much time and effort to get the basic Gae Bolg, and then if you go through a long series of grind quests, you can upgrade it several times to change the look (it glows).
